Introduction

はじめに

Thank you for taking the time to read my thoughts. My name is Mario Shimizu, and I am the CEO of Stella Innovations Co.,Ltd. I am also a naturalized Japanese citizen. It is from this unique perspective as both an outsider who chose Japan and an insider who leads within it  that I reflect daily on our nation's future. Today, I wish to share my perspective on the gradual demographic shifts in Japan and the profound, positive role that both the foreign community and naturalized citizens like myself can play in bridging gaps and building a stronger society.

平素より大変お世話になっております。株式会社ステライノベーションズの志水満利欧と申します。私は日本に帰化した者であり、そして一企業の代表として、日本の未来について日々考えております。今日は、日本の社会の少しずつ進む変化、そしてその中で「外国人コミュニティ」と「帰化した日本人」がどのような役割を果たせるのか、私の思いを綴らせていただきたいと思います。

The Data Behind the Shift: Understanding the "Why" and "What"

変化の背景にあるデータ：「なぜ」と「何」を理解する

 To truly understand the changing landscape of Japan, it's essential to look at the numbers. They tell a clear story of a nation pragmatically adapting to profound demographic challenges. As of 2024, the number of foreign residents in Japan reached a record 3.76 million people. Foreign nationals now make up approximately 3% of Japan's total population, a figure that has been steadily climbing. This growth is a direct response to a national challenge. Japan's population is both aging and shrinking at an unprecedented rate. With a low fertility rate and over 29% of the population aged 65 or older, the workforce is decreasing rapidly. To maintain its economy and social security systems, Japan needs to secure human resources. Foreign workers are no longer a luxury; they are an economic imperative. The foreign community is wonderfully diverse, with individuals arriving from all over the world to contribute their skills, from China and Vietnam to Korea, the Philippines, Nepal, EU countries, USA, and many more. They are integral to every sector of the economy as consultants, engineers, nurses, caregivers, students, trainers, retail workers and entrepreneurs. In response, Japan's approach has actively changed, with new visa systems designed to attract and retain talent by offering clearer pathways to stability and inclusion.

日本の変化する風景を真に理解するためには、数字を見ることが不可欠です。それは、深刻な人口動態の課題に適応している国の明確な物語を語っています。 2024年現在、日本の外国籍住民数は過去最高の376万人に達しました。外国人が日本の総人口に占める割合は約3.%で、この数字は着実に上昇し続けています。この成長は、国家的な課題に対する直接的な対応です。日本の人口は前例のない速さで高齢化し、縮小しています。低い出生率と65歳以上が人口の29%以上を占める状況で、労働力は急速に減少しています。経済と社会保障制度を維持するために、日本は人的資源を確保する必要があります。外国人労働者はもはや「贅沢品」のようなものではありません。今の日本経済を支えるためには、彼らの力が必要不可欠なのです。 外国人コミュニティは驚くほど多様で、中国、ベトナムをはじめ、韓国、フィリピン、ネパール、EU圏、米国など、世界中からスキルを提供するために人々が訪れています。彼らは、コンサルタント、エンジニア、看護師、介護士、学生、起業家として、経済のあらゆる分野に不可欠な存在です。 日本のアプローチは積極的に変化しており、新しいビザ制度は、安定と包摂へのより明確な道筋を提供することで、人材を惹きつけ、維持するように設計されています。

"Unchanging Values" and a "Changing Reality"

「変わらない価値」と「変わりゆく現実」

The virtues inherent to Japan, respect, integrity, a commitment to harmony (wa), and a strong work ethic, are treasures to be protected. They are the bedrock of our society and deserve to be upheld with pride. However, our reality is undeniably changing. This is where individuals with foreign roots, and those of us who have chosen to become Japanese citizens, can play a critical role.

日本の美徳、礼儀正しさ、誠実さ、調和（和）を重んじる心、勤勉な働き方、これらは守るべき宝です。これらは私たちの社会の基盤であり、誇りを持って守られるべきです。 しかしながら、現実は確実に変化しています。ここに、外国にルーツを持つ人々、そして日本を心から愛し、日本国籍を得た私たち「帰化日本人」の出番があるのではないでしょうか。

Naturalized Citizens as Cultural Bridges

「架け橋」としての帰化日本人

We naturalized Japanese occupy a unique space. We have learned and strive to practice daily the nuances of Japanese law, culture, and unspoken social understandings. Yet, we also retain an innate understanding of foreign languages, cultures, and ways of thinking. This allows us to act as bridges. For those newly arrived in Japan, we can be guides to navigating society successfully. For Japanese companies and communities, we can be interpreters, not just of language, but of potential, helping to unlock the value of foreign talent and smooth over cultural misunderstandings.

帰化した日本人は、ユニークな立場にあります。日本の法律や文化、細やかな暗黙の了解を学び、実践する「日本人」である一方、外国の文化や言語、ものの考え方も理解しています。 私たちは、二つの文化の「架け橋」となることができます。新しく日本に来られた外国人の方々には、日本の社会でより良く生活するためのガイドとなります。同時に、日本の企業やコミュニティには、外国人人材の持つ可能性や、時として生じる誤解を解くための通訳の役目となり得るのです。

The Foreign Community: Not a Liability, but an Asset

外国人コミュニティは「負債」ではなく「資産」である

It is true that friction can arise from cultural differences, and language barriers can create inconvenience. However, this is not unique to the foreign community; we see similar shifts within the native Japanese community through evolving values and generational gaps. The pivotal step is a shift in mindset: we must stop viewing the foreign community as a “cost” or a “problem” and start recognizing them as a “vital investment” and a “strategic asset.” They are consumers, entrepreneurs, and essential workers. Their new perspectives and diverse linguistic abilities are powerful tools for innovation. When they participate in community life, learning Japanese culture while sharing their own, our local communities become richer and more vibrant.

確かに、文化の違いからくる摩擦や、言語の壁による不便さの存在は否定できません。しかし、これは外国ルーツの方々だけに起因する問題でしょうか？ いえ、社会の変化は、日本人コミュニティの中でも価値観の多様化や世代間のギャップといった形で、同じように現れているのではないでしょうか。 重要なのは、外国人コミュニティを「コスト」や「問題」と見るのではなく、「社会への投資」と「貴重な資産」 と捉え直すことです。 彼らは消費者であり、起業家であり、不足する分野を埋める、不可欠な労働力です。新しい視点、多様な言語能力は、イノベーションを起こす強力な武器になります。地域社会に参加し、日本の文化を学び、また自国の文化を共有することで、コミュニティはより豊かで活力あるものになります。

Moving Forward Together, in Harmony

「和」をもって、共に未来を

The spirit of wa (和), or harmony, should not be mistaken for uniformity. True harmony in the modern world is the beautiful balance achieved when people from different backgrounds and perspectives respect, understand, and complement one another. When those of foreign roots feel they are truly seen as an “asset” to society, their sense of belonging will grow, and their feeling of alienation will fade, which in turn motivates them to immerse themselves more into the language and culture of their new home. This leads to greater stability and prosperity for everyone. The future of our beloved Japan is one that can only be built by working together.

 「和」を重んじる精神は、決して「均一であること」を意味するのではありません。異なる背景や考え方を持つ人々が、互いを尊重し、理解し、補い合うことで生まれる調和こそが、現代の「和」の形ではないでしょうか。 外国にルーツを持つ人々が、自分たちは日本社会の「負債」ではなく「資産」であると実感できた時、彼らの社会への帰属意識は高まり、疎外感は軽減されていきます。それは、社会全体の安定と繁栄につながります。 私たちの愛する日本の未来は、生まれながらの日本人と、心から日本を選んだ日本人、そして日本を支える外国人の皆さんが、共に手を取り合って初めて築けるものだと信じています。

The Living Proof: A Model for the Future

生き証人：未来のためのモデル

These are not just ideas. Since 2011, my company has served as a living embodiment of this philosophy. We are a microcosm of the Japan I believe is not only possible but already thriving in pockets across the nation.

In our offices, Japanese team members have worked side-by-side with colleagues from over 20 different countries. More importantly, they thrive together. We have built a culture based on a simple principle: true equity - economically, professionally, and mentally.

これらは単なる理念ではありません。2011年より、私の会社はこの哲学の生き証人としての役割を果たしてきました。私たちは、可能であるだけでなく、日本のあちこちで既に息づいていると私が信じる日本の「縮図」です。

私たちのオフィスでは、日本のメンバーが20カ国以上の同僚と肩を並べて働いています。さらに重要なのは、彼らが共に繁栄していることです。私たちは、シンプルな原則に基づいた文化を築いてきました。それは、真の平等—経済的、職業的、そして精神的な平等です。

Economic Equity:

Compensation and benefits are based on role, performance, and experience - never on nationality.

Professional Equity:

Every voice is heard. Ideas are valued for their merit, and everyone has an equal opportunity to lead and grow.

Mental Equity:

We foster an environment of mutual respect where no one feels like an outsider. Everyone belongs.

 経済的平等：報酬と福利厚生は、国籍ではなく、役職、業績、経験に基づいて決定されます。

職業的平等:全ての声が尊重されます。アイデアはその質で評価され、誰もが平等にリードし、成長する機会を持ちます。

精神的平等:誰も「よそ者」と感じない、相互尊重の環境を育んでいます。全員が帰属しています。

This is not altruism; it is our greatest competitive advantage. Our diversity is the engine of our innovation, resilience, and success. It is proof that when no one is left behind, everyone moves forward. This is the future of Japan, and it works.

これは利他主義ではなく、私たちの最大の競争優位性です。多様性は、イノベーション、レジリエンス、そして成功の原動力です。これは、誰一人取り残さない、そして全員が前進することの証です。これが日本の未来の形であり、それは確かに機能するのです。

I believe in this future, and I will continue to do my part, however small, to strive for an inclusive society where everyone can thrive, all while protecting the invaluable core values of Japan.
